United States. In addition to the federal government and 50<br />
state governments, an additional 87,000 plus units of local<br />
government exists. These units consist of general purpose,<br />
county, and sub-county, which includes township and municipal<br />
governments. Then, there are special purpose units that cover<br />
school districts governments and public school systems.</p>
<p>Each of these government units have distinct purposes and goals,<br />
and required to meet specific and strict criteria. Depending on<br />
the specific unit, some are located in rural areas, creating<br />
unique challenges. For example, to manage the unit, quick and<br />
efficient internet connection is essential but unfortunately,<br />
not all government units have this option.</p>
<p>Keep in mind, rural government organizations can benefit with<br />
broadband in many other ways. For starters, they can actually<br />
get to the internet without the hassle of the old way of<br />

time to educate themselves, and their children, about the<br />
benefits of healthy eating. Learning to eat for life in a health<br />
conscious way is one of the best guarantees for a long and<br />
fulfilling life. The quality of our lives is as important as the<br />
quantity to most individuals, but because of debilitating<br />
disease, we are often forced to make a decision and choose<br />
between quality and quantity. </p>
<p> Thanks to the advances in modern medicine, the average person&#8217;s<br />
life span now exceeds seventy years. If you stop to think,<br />
that&#8217;s quite a long time to walk around on this earth. Along<br />
with the wonderful life expectancy increases, however have the<br />
detrimental effects of overeating and unhealthy eating. It seems<br />
that as we advance in one area, we regress in others</p>
<p> The issue of obesity brings this debate to the forefront, what<br />
kind of quality life can someone who can barely walk because of<br />
their weight have? The first question I always ask, is how did<br />
we get here? How did we go from one of the most physically fit<br />
nations, to just wallowing in our weight? I believe the answer<br />
lies in our lack of education about the weight gaining process,<br />
and a lack of concern about our children learning how to eat and<br />
exercise correctly. </p>
<p> 	Today, we must determine how much nourishment we need, how<br />
much physical exercise we need, and how best to accomplish those<br />
ends. Calorie needs, nutritional needs, physical needs, and<br />
education about those needs now is information we should all<br />
understand, at least as it applies to our individual self. If<br />
you will visit your local doctor, library, or fitness center,<br />
there is massive amounts of information available to help<br />
educate and to help you make good health choices, no matter what<br />
the age group.</p>
<p> 	The question raised in the title of this article, would have a<br />
resounding YES as the answer. The life you choose to lead, no<br />
matter what your field of interest, your level of education, or<br />
your level of income, your life is tremendously affected by your<br />
health. Maintaining your health is one of the most important<br />
things you can do as an individual to enjoy what time you have<br />
on this earth. </p>
<p> It is also one of the most important things you can do for you<br />
family. As we become an older population, and our life<br />
expectancy increases, do we want to become burdens on our<br />
children? Or de we want our time with our children in our<br />
retirement years to be something we and they have enjoyed?</p>
<p>	There are so many things to do in life that allow us to enjoy<br />
the fruits of our labor. All of these options can be cut short<br />
if we haven&#8217;t taken the time to take care of ourselves. 	Quality<br />
is as important as quantity. Education of the healthy choices we<br />
can make, making the right health choices, and then living life<br />
to the fullest should be the ultimate goal of every person alive.</p>

			<content:encoded><![CDATA[<p>I am resolved to the fact that government legislation will<br />
continue to erode away at our freedoms. Government likes to<br />
paint itself as the lamb, but usually is the wolf. It&#8217;s the<br />
rules of necessity to protect us from certain harm. Take for<br />
instance the latest hot topic in farming, NAIS, National Animal<br />
Identification System.</p>
<p>The NAIS is a government created animal identification and<br />
tracking system created under the auspices of protecting the<br />
food chain from such things as mad cow disease. Their plan is to<br />
require every horse, cow, pig, goat, sheep, llama, chicken, and<br />
pigeon to be micro chipped, every owner to be registered, and<br />
track every movement of these animals. It is already being<br />
implemented, and will be mandatory by 2008. The claim is that<br />
they will be able to trace back the location of any contaminated<br />
animal within 48 hours to stop the outbreaks of potential<br />
diseases.</p>
<p>Look again at the list of animals currently listed as part of<br />
this legislation; remember this is designed to protect the &#8220;food<br />
chain.&#8221; Did you notice anything odd as I did? When was the last<br />
time you had one of those horse burgers? Horses are not raised<br />
for human consumption in the United States; in fact, it is<br />
actually against the law in many states. How about those llama<br />
steaks? Llamas and alpacas are raised for their wool, not for<br />
meat. Seems odd to me that legislation designed to protect the<br />
food chain, would require participation from non food animals.</p>
<p>I prefer not to have my personal information available for<br />
others to misuse. I am often asked for my social security number<br />
and will not place it on many documents, and refuse to give it<br />
in many situations. As an animal raiser you will be required to<br />
register your premises, including much of your personal<br />
information. The USDA website states that because of the Freedom<br />
of Information Act this information will not be kept private.<br />
Any extremist animal rights group will have access to your<br />
personal information, as will many others with a potential to<br />
misuse your information, so much for privacy.</p>
<p>In considering the food chain, the easiest way to achieve 48<br />
hour trace ability, is to have local farmers sell directly to<br />
consumers. Any one that purchases from me, can tell authorities<br />
within 30 seconds where they purchased their animal. In fact if<br />
there are any issues with my animals it will affect my small<br />
herd and no one else&#8217;s. The necessity to include the local<br />
farmer or homesteader in this legislation is ridiculous. There<br />
is even some debate about how this applies to those that raise<br />
food for their own consumption. Many experts believe that they<br />
too will be required to register.</p>
<p>The costs associated with this program will have a huge impact<br />
on everyone. You may not be a farmer, you may not raise cattle,<br />
but you will be affected by this legislation. Again in reviewing<br />
the USDA website, they make it clear that the cost of this<br />
program will be passed on to the animal owner. The farmer will<br />
have to pay for their own compliance. They will have to pay for<br />
the microchips; they will have to pay for meeting all the<br />
paperwork requirements. More than likely this will force local<br />
farmers and small homesteaders out of the production of their<br />
animals. As it is they make little or no money. Don&#8217;t expect<br />
large scale producers to absorb that cost out of the goodness of<br />
their heart. They will pass that expense on to every consumer.<br />
The price of meats, eggs and milk will certainly see large<br />
increases to meet the costs associated with this program.</p>
<p>Under the regulations of the NAIS, every animal movement must be<br />
reported to the US Government. Every time an animal is born,<br />
every time an animal dies, every time you take an animal to a<br />
show, every time you decide to eat one of your own cattle, etc.<br />
must be reported. Since horses are included in this legislation,<br />
every time you take your horse out for a ride, you must let<br />
Uncle Sam know. In fact those running animal shows such as horse<br />
shows will also be required to report the animals shown to the<br />
USDA.</p>
<p>Cattle farmers already have in place a way of identifying their<br />
animals. Many other animal raisers have their form of<br />
identification already in place. The USDA will tell you that on<br />
their website. So why is it necessary for them to create a<br />
government managed system? It must be because the government<br />
feels and can do a much better job than those actually in the<br />
industry. Of course we&#8217;ve seen how great the government is at<br />
managing our resources like social security.</p>
<p>So will the ability of the USDA to track these animals really<br />
reduce the risks of food illness and contamination? Historically<br />
most meat recalls happen not because some local farmer had<br />
issues at his farm, but because a large scale meat packing<br />
facility contaminated the meat. Often contamination occurs<br />
because of improper handling of fecal matter. However, those<br />
meat packing facilities are unlikely to assume responsibility.<br />
Only one cow has entered the United States with mad cow disease.<br />
That animal was quickly destroyed. However panic was set off<br />
about the disease by reports like this UPI report declaring that<br />
hundreds of cases probably existed in the US<br />

which many would go undetected. In fact only one US resident has<br />
contracted mad cow, and she was in England when she contracted<br />
the human form of the disease. I don&#8217;t know how much better the<br />
US government thinks it can do than what our cattle raisers have<br />
already done. This legislation does nothing but increase costs,<br />
and centralize and increase the size of our already over<br />
inflated government. It removes more of our freedoms, and brings<br />
us closer to complete government control of our food supply.</p>
<p>Many rabbit owners, buffalo breeders and elk herders will<br />
rejoice that their animals are not on the list. Don&#8217;t sit still<br />
for too long. The NAIS is looking to expand its authority and<br />
certainly some of these animals will be included in future<br />
legislation.</p>

what would you think if you saw these photos and read many many<br />
articles from many many sites about the same thing going on?<br />
What would you think? Wouldn&#8217;t you think it&#8217;s real? Tell<br />

<p>Wouldn&#8217;t you be scared too? I know I am!</p>
<p>It feels as if the Nazi&#8217;s are back. I feel I may be hopeless<br />
someday. I feel scared for my well being and if I learn that the<br />
end time is nearer than I think or worse things are happening<br />
with these camps..I will go far away with my family&#8230;I don&#8217;t<br />
want to be a hostage or a prisoner for not doing anything wrong.</p>

companies are trying to establish trust with their stockholders<br />
and customers through corporate social responsibility. In the<br />
history of corporate social responsibility, there have been many<br />
models developed in an attempt to classify corporate responses<br />
to social issues. In the early stages it was argued that a<br />
company&#8217;s main goal should be to gain legitimacy in society<br />
through different strategic approaches. This model had three<br />
ways in which a company responds to social issues. The first is<br />
social obligation, in which companies only respond to the legal<br />
requirements. This is below the standards of society. The second<br />
level is social responsibility which refers to the company<br />
acting at society&#8217;s standards. The final level is social<br />
responsiveness which is the company exceeding society&#8217;s<br />
standards. </p>
<p>The next step in corporate social responsibility is a<br />
three-dimensional outline for corporate performance. </p>
<p>The first dimension of corporate social<br />
responsibilitydeals with motivation for socially responsible<br />
activities, mainly economic, legal, discretional and ethical<br />
activities. The second dimension deals with societies&#8217; concerns,<br />
like environmental and product safety issues. The third and<br />
final dimension has to do with the range of the different levels<br />
of response, going from doing nothing, to going above and beyond<br />
everyone&#8217;s expectations. These two models show the degree to<br />
which a company is committed to being socially responsible. </p>
<p>Companies are beginning to notice the benefits of corporate<br />
social responsibility. An Interactive poll showed that 79<br />
percent of Americans take corporate citizenship into account<br />
when deciding whether to buy a particular company&#8217;s product.&#8221;<br />
This shows just how important it is for companies to be<br />
concerned about how society views their company. If society<br />
learns about a scandal within the company, they will lose trust<br />
in the company and might purchase a competitors product. However<br />
if they keep high standards they will gain loyalty with their<br />
customers. </p>
<p>An overwhelming percentage of company executives believe that<br />
the development of a corporate social responsibility plan will<br />
lead to an increase in business benefits but a heavily debated<br />
issue is if there really is a relationship between corporate<br />
social responsibility and a company&#8217;s financial performance. </p>
<p>A socially responsible company can gain access to extra capital<br />
through investment capital. Many investors take notice if a<br />
company is socially responsible and are more likely to invest in<br />
a socially responsible company. Socially responsible investing<br />
is one of the most dynamic and rapidly growing areas in the<br />
financial world. </p>
<p>By keeping an eye on the trends within society, one can build<br />
the trust and loyalty needed to ensure a bright sustainable<br />
future.</p>

or law is Welfare. The argument is whether or not to, and how<br />
welfare should be cut or minimized. The debate is simple enough,<br />
but the argument on welfare&#8217;s benefits and drawbacks is not. </p>
<p>On the pro side of the argument, welfare aids poor families as<br />

Because of this income from welfare, crime is reduced. This is<br />
because there is now more income so the poor no longer have the<br />
need to go out and commit crimes to attain that income. Welfare<br />
also aids in improving the economy because the children of these<br />
families can afford to go to school and have a chance to make<br />
something of themselves. Instead of enrolling in welfare<br />
themselves, in the future these people will make contributions<br />
to the economy and will be tax paying citizens. On the contrary,<br />
welfare is currently a great government expense that tax payers<br />
pay for. Federal tax rates throughout the country are extremely<br />
high and welfare, along with Medicare and Medicaid, are main<br />
contributors. </p>
<p>The purpose of welfare is to aid a person with monetary need in<br />
getting by until they can find a job to support themselves, but<br />
this seldom occurs. Some argue that there are plenty of poor<br />
families that get along without welfare and its benefits. These<br />
people argue that the heads of these families have multiple jobs<br />
and work extremely hard to get by, while others just sit and<br />
collect a welfare check<br />
from the government. Many feel that this is unfair to the hard<br />
workers, and unfair to the tax payers. Others say that these<br />
people are in their present situation because of their own ill<br />
choices in life and that the government owes them nothing. It is<br />
also true that there exist a great number of people that abuse<br />
the welfare program. These individuals may enroll in welfare<br />
without the intention of ever getting a job.</p>
<p>The pro&#8217;s and con&#8217;s of welfare are clear. The drain from welfare<br />
on tax payer money, although great , is decreasing as more and<br />
more people get off welfare and begin work.</p>

tax system. The incremental complication of the tax code over<br />
the last 80 years has given birth to an entire industry that is<br />
fully capable of defending their turf. These are challenging<br />
times. The American people are equally unhappy with this<br />
administration and the Democratic opposition over the handling<br />
of the war in Iraq. There has been a lack of planning, and open<br />
discussion that has led to a breakdown in communication. While<br />
we wrestle with the war, we grow even more cynical about the<br />
power of special interests and the remoteness of Washington. I<br />
believe the President should support HR 25 and help enact the<br />
Fair Tax initiative for the good of the nation. It would be a<br />
golden opportunity to act decisively to fix an antique that is a<br />
drag on the whole economy. It would be benefit most of the<br />
people &#8211; a rare opportunity to do good. In true wishy-washy<br />
style, the President&#8217;s Tax Advisory Panel ignored considerable<br />
research and grossly misstated the potential effects of the Fair<br />
Tax. Committees frequently fail to provide clear and decisive<br />
recommendations. They prefer to pander to the lobby and avoid<br />
risks rather than seek the best available solution and advise<br />
the President on managing risks associated with change.</p>
<p>If you look at the risks associated with doing nothing, they are<br />
staggering. President Bush formed the Tax Advisory Panel because<br />
he was seeking breakthrough thinking and a plan to promote<br />
simplicity, fairness, and transparency. The Panel failed, but<br />
the President need not. The Fair Tax replaces all federal income<br />
and payroll taxes with a revenue neutral, 23% national sales<br />
tax. It is inherently fair because it taxes consumption. The<br />
more you spend the more you are taxed &#8211; that simple. I urge you<br />
and the Treasury Department to offer offer creative alternatives<br />
to the President including the Fair Tax, since the Fair Tax will<br />
energize the American economy and engage the American people. It<br />
will also enhance the President&#8217;s legacy, since it will take a<br />
man of vision to unite the country and deliver true tax reform.</p>

unemployed, according to the results of the survey Enhogar 2005,<br />
conducted by National Statistics Office (ONE). For 51.6% of the<br />
Dominican heads of households the country&#8217;s main problem is<br />
unemployment, followed by crime, with 48.3%, and the lack of<br />
electricity with 40.4%. </p>
<p>ONE director Pablo Tactuk affirmed that the high cost of living<br />
constitutes the fourth problem that most concerns Dominicans,<br />
with 36.6% of those surveyed responding so. </p>
<p>The year also was marked by political scandals within the<br />
governing Dominican Liberation Party (PLD) -including corruption<br />
and swindle- standing out among these the scandal of the I.D.<br />
cards from the National Investigations Department (DNI) that<br />
concluded several days ago in Manhattan Criminal Court with a<br />
guilty plea by Juan Soler, president of the PLD&#8217;s local branch<br />
and of a political movement which supported Fernandez in the<br />
last elections. He is expected to get a one year jail sentence<br />
in January.</p>
<p>Another scandal stemmed from the appointments of 25 &#8220;bottles&#8221;<br />
-people who get salaries and serve no purpose other than<br />
cronyism- including vice consuls, nearly 50 assistants, more<br />
than 40 officials in the United Nations and 55 inspectors and<br />
assistants of the Presidency, eroding the confidence in the<br />
government&#8217;s announced fight against corruption. </p>
<p>The designation of the Consultative Council could, according to<br />
the people consulted, is seen as the only institutional<br />
accomplishment, but the organization whose, members are<br />
honorary, could only stage one event, pressed by the Presidents<br />
presence last September. Still expected from that event is the<br />
diagnosis in relation to the Dominican Diaspora in New York.<br />

history, there is no doubt that many world intellectuals and I<br />
do believe that Cambodia must boast countless lessons to teach<br />
the world. But our bitter history has been the most rational<br />
motive to prove that much of our established lesson have been<br />
lost or misplaced into the extremely dark ocean. </p>
<p>I have always been greatly persuaded by Doctor Adler&#8217;s<br />
statement; &#8220;success means never feeling tired.&#8221; With reference<br />
to that, success will definitely be created when we tirelessly<br />
endeavor to revoke our lessons established by our ancestors. And<br />
now it is time for us to do so. We shall start now to revoke our<br />
lesson and I will definitely one of the adherers to those<br />
like-minds. </p>
<p>Single-mindedly, the title &#8220;Cambodia&#8217;s Heroes Should Be Revoked&#8221;<br />
is to remind all of us; interest groups, professionals and other<br />
laypersons to start rediscovering, rewriting, teaching or even<br />
drawing public interests of our deceased heroes or those<br />
important persons who have been ignored.</p>
<p>As I subconsciously said above, those heroes of all sectors;<br />
artistic or humanity, can be of great lessons for us, as well as<br />
to the world. Losing them means that we are losing the priceless<br />
properties that money can not buy and that will never be<br />
renewable.</p>
<p>Yes, even God can not reinvent the history, but he never states<br />
that we can not learn it or that history is not valuable. To me,<br />
learning about those dead ancestors can prevent us from making<br />
the same mistakes and doing more rational analysis of our state<br />
of affairs.</p>
<p>Everyday, on the net, periodicals and other print media,<br />
biography or histories of the western history-makers always<br />
cover the issues. Cambodia&#8217;s already-produced heroes such as<br />
Chhuon Nat, NOU Hach, Sinsisamot (singer), Lon Nol, Norodom<br />
Sinahouk, etc are really hard to find on the net or printed<br />
media.</p>
<p>Recently, a head of International Atomic Energy Agency (IAEA)<br />
has granted Nobel Peace Prize. This is one of the points to<br />
provoke important persons and I really love to see Cambodian<br />
national stands on such the international stage.</p>
<p>Please, to those who are reading, help to make my just paper<br />
opinion into reality. And yes, together, we will make Cambodia<br />
resurgent. </p>
